Posting designations:
Volunteers have evaluated structures for immediate dangers:

Unsafe and an engineer needs to perform further in-depth evaluation.
Portions of the structure considered unsafe and should be evaluated by an engineer
Not unsafe, but may need repairs and those repairs may require a permit.

Structural Rebuilding:

Building home back on existing foundation: This is possible if a structural engineer has examined and issued a letter attesting to this. The permit application needs to include building plans. All new construction must meet City Building Codes.

Building home back on existing lot: Very likely this will be possible, unless lot is in a current floodplain designation or involved in future public infrastructure such as road widening. Need a building permit and follow all current setback requirements and building codes.
